![]() At the core of the potential disagreement is the fact that the AZGOP leadership created a Bylaws committee to consider bylaws changes, a committee which grassroots conservatives say disqualifies any changes the committee proposes, because the committee is in multiple breach of the current bylaws.
The committee was formed, and met throughout 2017, even though grassroots precinct committeemen and state committeemen in the party raised objections from the start: Russell Sias, La Paz county chairman, and a member of the bylaws committee, cried foul almost immediately, because the bylaws committee chairman, Kathie Petsas was insisting on total secrecy. According to Sias--and others who were present, and who have complained bitterly--Petsas would not even allow members of the bylaws committee to share contact information, and ordered them not to talk to each other about bylaws changes, let alone anyone else, outside the bylaws meetings. Russell Sias claims that this is a breach of the current bylaws. Claims were also heard to the effect that the committee members had been chosen to guarantee a strong RINO majority that could prevent conservatives having any influence on decisions Russell Sias has personally completely revamped the current bylaws. Another conservative, Barbara Manning, of Pinal County Republican Committee, has collaborated with several others to create several very specific changes for the bylaws. View them at the link below: The Manning Bylaw Changes Both Sias and Manning will send their proposed changes to AZGOP Secretary Gabby Mercer to be included with the Call Letter for the January 27th Mandatory Meeting, as required in the current bylaws. It remains to be seen whether the AZGOP leadership will allow a vote on these proposed changes, or whether they will recognize only changes proposed by the bylaws committee. |
